Introduction of FASTag-Enabled Parking System
The Smart Parking project in Chandigarh, which aims to implement a FASTag-enabled parking management system across all 89 municipal parking lots, was initially proposed in August 2022. This initiative is designed to streamline parking operations and enhance user convenience.
Extended Deadline for Bids
Despite its ambitious goals, the project has faced delays. The Chandigarh Municipal Corporation (MC) has extended the deadline for bid submissions multiple times. Originally set for August 23, the deadline was first moved to September 23 and has now been pushed back by another month. The extension comes after over 25 private firms raised several queries regarding the project proposal.
Ongoing Queries and Tender Process
Key concerns raised by the firms include issues related to GST payments and other contractual details. These queries are currently under review at higher administrative levels. The MC is yet to finalize a firm to manage the project’s design, development, implementation, operation, and maintenance.
Projected Timeline
Following the selection of a firm, the project is expected to take at least six months to transform Chandigarh’s parking lots into smart parking facilities. Consequently, the implementation of smart features across all 89 lots is now projected for mid-2025.
Details of the Smart Parking System
The new system will introduce various features, including:
- Mobile App: For booking parking slots.
- Designated Parking: Separate areas for two-wheelers and clearly marked parking slots.
- Dynamic Pricing: Adjusted based on availability and demand.
- Central Control: A central system to manage parking operations and status updates.
Parking Rates and Incentives
The smart parking system will offer:
- Free Initial Period: The first 20 minutes will be free for pick-ups and drop-offs.
- Uniform Rates: Consistent pricing regardless of vehicle registration.
- Hourly Charges: Introduced to optimize space usage after the initial free period.
- Incentives: Reduced rates for underground parking and additional charges for cash payments to encourage digital transactions.
- Monthly Passes: Priced at ₹300 for underground and ₹400 for surface parking.
Political and Public Reactions
The project has encountered opposition from political parties like the AAP and Congress, who have previously advocated for free parking for all vehicles regardless of their registration area. The proposal for free parking is still awaiting approval from the local government.
Current Management of Parking Lots
Since the previous contract expired in January last year, the MC has been managing the parking lots manually. Out of the 89 lots, 79 are currently fee-based, while the remaining 10 offer free parking. However, issues such as mismanagement and overcrowding continue to affect these facilities.
Conclusion
The Chandigarh Smart Parking project represents a significant upgrade to the city’s parking infrastructure but is currently facing delays and operational challenges. The extended tendering process and political opposition highlight the complexities involved in implementing such a large-scale initiative.
